Leonid Reiman on Technologies That Become Significant Only After Mass Adoption

Leonid Reiman believes that a genuine technological revolution does not always begin with a striking device or a major announcement. Sometimes it begins in a much more ordinary way: a service becomes widespread, predictable and accessible to a broad group of people.

He uses mobile communications and the internet as examples. Mobile communications became truly significant when they stopped being a luxury. The internet began changing countries and everyday life not when people started talking extensively about it, but when it reached schools, companies, regional institutions and homes.

This view is closely connected with his approach to infrastructure projects. Reiman suggests evaluating an idea not by its presentation or first demonstration, but by an ordinary day of operation, when thousands of people use the system and no one makes allowances for how difficult it was to build.

Before launch, it is therefore necessary to understand who will maintain the solution, how much its development will cost, where the system may fail and who will be responsible for fixing the problem. If these questions have no answers, the idea is not yet ready for scaling.

In his work, Reiman also considers conditions outside major cities. He suggests starting with the actual problem: why internet access in remote areas may cost more while providing lower quality, or why schools have different digital capabilities. The solution then needs to be tested for its ability to be replicated under different conditions.

He points to the spread of internet access to all schools in the Magadan Region as an illustrative example. Distances, connectivity costs and maintenance requirements make it possible to see quickly whether the selected model works as infrastructure.

Artificial intelligence has a separate significance today. Reiman considers AI not only through individual applications but through its systemic impact on networks, security, identification, traffic analysis and user protection. In phone and digital fraud, artificial intelligence strengthens both sides: it helps identify suspicious activity while also enabling more convincing schemes.

Reiman also emphasizes the importance of coordination. A large project brings together carriers, government, investors, regional teams, users and contractors. Participants have different interests, so a technically correct idea needs an organizational system capable of carrying it through to a result.

His professional career includes engineering work, participation in early mobile communications projects, government positions in telecommunications and subsequent work as a consultant and investor in telecommunications, digital infrastructure and complex technology systems.

For infrastructure technology, widespread adoption ultimately becomes a more important measure than the moment of launch itself. A system begins to fulfill its real role when people use it every day and regard it as a reliable part of ordinary life.
